A question word plus `都` can mean “any” or “every,” not a real question.

Repeating the same question word links a choice with its result: whatever you choose, do that.
Learning Note
Be careful with `都` and repeated question words.
`什么都可以` means “anything is fine.” `想吃什么就吃什么` adds a stronger sense of free choice: choose it, then do it.
